Government Grants For Opening Daycare Centers For Children From Tribal Communities
Any federal recognized tribe constituting a minority community is eligible to avail grants sanctioned by the Child Care and Development Fund (CCDF). A Tribe is recognized by federal agency with the tribal population constituting at least 50 children below the age group of 13.
Nearly 500 federally recognized Indian Tribes and Alaska Native Villages are getting special privileges in the form of grants from CCDF either directly or through other development schemes. Approximately 260 tribal grantees were availing grants during fiscal year 2008 to the tune of $99.5 million.
To be eligible for grant, a child should belong to the tribe as defined by federal government. He must belong to the lower income family with income not more than 85 percent of Tribal Median Income.
The standards and regulations must recognize the child to adopt CCDF minimum standards for Tribe or state licensing standards. Tribes receiving more than $500,000 should at least spend a minimum of 4% for annual funds to improve the quality of life of people.
The Child Care and Development Fund is administered by the Child Care Bureau whose main mission lies in providing support to the families earning very low income encouraging them to provide full care to their children, catering to their education and health. Organization ensures every child is getting quality life it deserves. Regional offices of Administration for Children and Families (ACF) are the partners of the CCDF funding schemes. They have also entered into contact with the CCDF Tribal Lead Contacts whose main mission is providing complete support and work with tribal grantees.
The Tribal lead agencies who act as a single point of contact to the administration of CCDF program formulate rules and regulations to promote the child care of local tribes and coordinate other activities of the CCDF program.
Administration of the CCDF programs is conducted in two ways either through the traditional grantee process or through consolidation of CCDF with other employment and training funding sources under a P.L. 102-477 (The Indian Employment, Training and Related Services Demonstration Act) Plan.
Every spring, Child Care Bureau sends program instructions through mails to all federally recognized Indian tribes. These instructions mention about all the program instructions for all recognized Indian Tribes with special instructions about the application process for the CCDF money during coming fiscal year. To utilize the grant, it is mandatory for the tribe to submit plan after every two years and an application of a fund each year. In case there is a lapse on the part of tribe in sending plan, Tribal Lead Agency should send the application completely filled and signed Child Count Declaration.
Formulating the tribal CCDF plan is an opportunity to give proper and quality services to children and families belonging to the tribal community. They allow the state to attain maximum flexibility in formulating the child care programs and policies which best fulfill all the requirements of children and parents within their state
